The front steps are among the most used elements of any Ottawa home, and among the most neglected until they become a safety hazard. By then, what might have been a resurfacing job has often become a full replacement. Understanding the decision framework helps homeowners make the right call before deterioration gets ahead of the options.
Why Ottawa Steps Deteriorate
The same freeze-thaw mechanics that damage brick and parging are at work on steps and landings, often more aggressively because steps:
- Accumulate snow and ice melt on their flat horizontal surfaces
- Are treated with deicing salts, which accelerate concrete scaling dramatically
- Experience significant foot traffic that abrades the surface
- Are frequently subjected to thermal shock from hot sun followed by cold nights
- Are often cast on inadequate subgrade, leading to frost heave over time
The result is concrete that begins scaling, the surface layer flaking off, within 15–25 years of installation, often faster if deicers were used heavily or the original concrete mix had a high water content.
The Decision: Repair, Resurface, or Replace?
The central question is the condition of the underlying concrete structure, not just the surface. A beautiful resurfacing job on a structurally failed slab will fail again within 1–3 years. The diagnosis has to come first.
Surface Repair
Appropriate when: there are isolated cracks or chipped edges, the surface is otherwise sound, and the structure is stable. Crack injection, edge repairs using polymer-modified mortar, and surface patching can extend the life of fundamentally sound steps for many more years.
Not appropriate when: the surface is scaling broadly, the substrate is soft or crumbling, or the steps have settled or heaved.
Resurfacing
Appropriate when: the steps are structurally sound, meaning the concrete is hard and solid throughout its depth, no significant settlement or heave, no active cracking, but the surface is scaling or worn. A polymer-modified concrete resurfacer applied to a properly prepared substrate (all loose material removed, surface roughened, properly dampened) can restore the appearance and function of the steps for 10–20 years.
The preparation is everything. Resurfacing applied over loose, painted, or soft concrete fails within months. The surface must be mechanically sound down to the depth of resurfacer adhesion, typically 10–15mm. Any areas that are soft must be cut out and patched before resurfacing.
Full Replacement
Appropriate when: the structure has failed. Signs include:
- Concrete that is crumbling or soft throughout the depth of the step
- Steps that have shifted, settled, or separated from the foundation
- Hollow sounds when the surface is tapped, indicating delamination between layers
- Previous resurfacing that has failed
- Steps that have been patched multiple times with diminishing results
When replacement is warranted, doing it right once costs less than a sequence of failed repairs. A new concrete stair built to current standards, adequate subgrade preparation, reinforced concrete, proper air entrainment for freeze-thaw resistance, appropriate mix design, should last 30+ years.
The deicing salt question: Sodium chloride (rock salt) should never be applied to concrete steps or landings. It dramatically accelerates surface scaling. If you need to apply a deicer, calcium magnesium acetate (CMA) or sand is less damaging. Better yet, clear snow promptly before ice forms, and avoid the need for deicers altogether.
Stone Steps
Natural stone steps, limestone, granite, sandstone, deteriorate differently than concrete. Stone doesn't scale the same way, but it does crack, and it does settle. The primary issues with stone steps are:
- Mortar joint failure between stones or at the riser/tread interface
- Settlement of individual stones as the subgrade shifts
- Cracking from structural loading or frost heave
- Spalling on softer stone types like limestone or sandstone
Stone step repairs typically involve repointing joints, resetting settled stones, and replacing cracked or badly spalled individual pieces. Stone is generally more durable than concrete in Ottawa's climate, but it requires proper mortar maintenance to stay waterproof at the joints.
Safety First
Deteriorated steps are a genuine liability. A loose tread, a dropped edge, or a heaved surface creates trip and fall hazards that are especially dangerous in winter conditions. If your steps have any of these conditions, the repair timeline should be measured in weeks, not seasons.
